"The performance of the financial sector will not be influenced much by a single bank's IPO plan. Instead, it is affected by the overall development of the economy," said Zhao Xijun, deputy dean of the School of Finance, Renmin University of China.
"Setting a reasonable price for the ABC's share is fairly important for the healthy development of the stock market. In the long run, the way ABC manages the challenges of its businesses related to agriculture will be looked at closely by the market," said Zhang Jing, an analyst with China Minzu Securities.
"The central government has been promoting rural development and is sparing no effort in lifting farmers' income. By providing preferential tax and other policies, the ABC has great potential to further develop its businesses in rural areas," said Guo Tianyong, professor with the School of Finance of the Central University of Finance and Economics.

The suicide-plagued IT manufacturing giant Foxconn said Monday that the company's decision to offer its Chinese mainland assembly line workers large wage hikes -- possibly causing a spike in operational costs -- may not damage company finances.
In a statement posted on the Hong Kong Stocks Exchange, the Foxconn International Holdings Limited (FIH HK2038), the company's listing arm, says the company cannot immediately determine the impact of the wage adjustment on the group's financial earnings for the year ending December 31, 2010.
"There are other factors which may help mitigate or offset such an increase in operating costs, such as an increase in revenue or a reduction in other operating costs," the statement noted.
On Sunday night Foxconn said it would raise salaries for assembly workers at its production base in the southern Chinese city of Shenzhen by 66 percent to 2,000 yuan ($293.3) per month as of October 1, a decision coming after 10 workers killed themselves and three attempted suicide at the company's Shenzhen base this year.
Last Wednesday Foxconn announced a 30-percent pay increase for workers at its Shenzhen plants beginning in June for what it claimed were "rising consumer prices and living costs and its corporate performance."
But it is not immediately clear how many of the company's 400,000 Chinese mainland workforce would benefit from the wage hike.
"The criteria for carrying out the work performance assessment referred to above (the wage hike) are still to be decided by the company," according to the statement.
Trading in Foxconn stock was halted immediately after the Hong Kong exchange opened Monday morning. Its shares ended at 5.66 HK dollars before the trading suspension, down 5.5 percent from the previous closing.
Foxconn also announced that its stock would resume trading on Tuesday.
Foxconn, whose parent company is the Taiwan-based Hon Hai Group, makes computers, game consoles and mobile phones for companies including Apple, Hewlett-Packard, Sony and Nokia.

As Gaokao fever hits China, I am reminded of my own University entrance which I sat as a 17-year-old in New Zealand.
It was 2003 when I sat for my entrance exams, looking to apply to do a Bachelor of Commerce/ Bachelor of Arts conjoint at the University of Auckland.
We were the last batch to be examined under the old University Bursary framework. The years below us were examined under a new system known as the National Certificate of Educational Achievements (NCEA), which was rolled out in 2002.
NCEA, unlike Bursary examinations, are gained by building credits. Credits are awarded to each standard a student's achieve in the course they are studying. The New Zealand Qualification's Authority defines "standard" as "skills or knowledge that a student is expected to achieve or know in a subject". When a student has achieved a "standard", they are then awarded a number of credits. It is said to be a fairer framework. NCEA is said to be a "fairer assessment for students compared to Bursary examinations".
Bursary on the other hand, was based more around examinations. Students took up to six subjects, and the final grade of each subject consisted of work completed during the year plus the final national examination. Results were showed with grades and a percentage next to the grades (for example: A is within the range of 66% to 100%). Most universities required students to get either an A or B Bursary, or at least three C grades or higher for admissions. Of course, it also depended which course you wanted to pursue when at University.
Different universities had different entry criteria. For example, just a B pass might get you into a business degree at one University, but a more prestigious university would need you to have a high B average.
The majority of us were aiming for the highly competitive University of Auckland and the pressure was definitely there to do well to be admitted. Quadruple pressure points if you were aiming to study medicine with them.
I remember my principal telling us that our final year would be the most "stressful year... as you all prepare to enter university to pursue your chosen degree". It was his favorite speech at assembly.
It did not help an ounce with our teachers constantly handing out assessments and assignments, all of which counted towards our year end grades. You know you have hit exam year when teachers start encouraging you to attend lunch-hour workshops and afterschool Math clinics for homework help.
But looking back, the stress was nowhere near as bad as what the Chinese students have to go through.
For one thing, the exams were not a "make-or-break" for us. Yes it was essential for those of us wanting to get into Uni. But if we fail in our exams or did not do as well, there were many other options we could take to gain entrance into Uni or getting into our desired degree.
A friend's cousin who failed her entrance exams did instead a foundation year before cross-crediting her grades when applying for her science degree. She's now in her final year of her Bachelor of Science degree, majoring in food science.
Another friend who wanted to do a business degree but didn't have the grades to make it in his first year did a Bachelor of Arts. Once he had enough points, he applied for the business degree. He graduated last year with his much desired Bachelor of Commerce degree.
There were also those who chose to do a "gap" year after high-school. Some would go overseas for a bit of overseas experience. Some would work part-time as they figure out what course they would like to pursue at Uni.
University entrance was a way for us to get straight into a tertiary institution right after high school. But it was by no means the only way.

Beijing lifts minimum wage to 960 yuan

The minimum monthly wage for workers in Beijing will be raised to 960 yuan ($140.8) from July 1st, Legal Evening News reported Thursday.
The Beijing Bureau of Human Resource and Social Security announced Thursday morning the minimum wage standard will rise by 160 yuan ($23.5), or 20 percent, from the current 800 yuan ($117.3) per month.
The capital city usually raises the standard once a year but did not make an adjustment in 2009.
Wang Yan, director of labor relations department of the bureau, said the lift of the minimum wage aims to guarantee the rights of low-income workers and will not cause a price hike, the report said.
"Beijing has lifted the minimum wage standard for many years and has never found the adjustments resulted in a price increase of commodities and services," said Wang.
The bureau estimated that 100,000 people in the capital city will benefit from the increase of the minimum wage.
Beijing has carried out the minimum wage system since 1994 and the average annual increase rate is 10.02 percent, according to Legal Evening News citing the bureau.
In Beijing, employers must pay employees no less than the monthly minimum and also pay social insurance and housing fund contributions.
Many Chinese provinces including the economic powerhouses Guangdong，Shanghai and Zhejiang have raised the minimum wages since this year.
Currently, Shanghai has the highest minimum wage across the country – 1,120 yuan per month ($164.2).

The death toll from rain-triggered landslides has risen to 30 in south China's Guangxi Zhuang Autonomous Region after 10 more bodies were recovered, local authorities said Wednesday.

Heavy rains began pounding Guangxi Monday, triggering landslides early Wednesday that left 12 people dead in Cenxi and 15 dead in Rongxian county. The other three dead were in Tengxian County, Donglan County and Fangchenggang City.
Malu township in Cenxi recorded a rainfall of 230 mm in 12 hours through 8 a.m. Wednesday.
Senior local officials, including regional Communist Party chief Guo Shengkun, have arrived at the flooded regions to coordinate rescue efforts.
By 6 p.m. Wednesday, rainstorms had pounded 27 county-level regions, forcing the evacuation of 79,600 people and causing direct economic losses of more than 700 million yuan (102.5 million U.S. dollars).

The weeks-long standoff between government and anti-government forces in Bangkok ended in bloodshed. In a sense, it was contrary to what we have learnt from textbooks. The common view is that democracy brings order to a society and economic development helps form a better political structure. But in the cases of Thailand and several other developing countries, social disorder has followed economic prosperity and political democratization, which can be said to be a dilemma of democracy.
That brings us to the question: Why does the modern concept of democracy, which originated in the West, meet with difficulties in developing countries in the East? Many scholars have attributed that to the immaturity of civil society, weakness of the middle class and/or other economic and cultural reasons. In other words, they have argued that the lack of a solid foundation has made democracy instable and illusive in these societies.
In a country like Thailand, the growing social polarity and deep chasm between the haves and the have-nots have resulted in class opposition. That perhaps is why the red shirts (anti-government protesters) marched the streets of Bangkok to voice their anger against the government. Economic backwardness and cultural differences could be blamed for such inconsistencies, but does that mean true democracy will be established if democratic values are spread and the economy is propelled forward?
Obviously, that does not happen. Developing countries often tend to accept democratic principles and ideas from Western countries while their political structure lags far behind.
The Thai people don't lack the enthusiasm or willingness to participate in politics. In fact, just the opposite is true, because it is impossible for a group of people without a strong political belief to hold mass demonstrations in the streets. But the Thais have to face reality. Politically speaking, Thailand is far from being a totally democratic society. Its parliament lacks universal representation and its government has not even been granted complete legitimacy, with the king enjoying a higher authority and position. In some sense, Thailand's monarchy is based on military heads, giant corporations and senior officials.
That reflects a kind of political dislocation which is common among many developing countries, and which often causes social instability. Economic development has created social opposition and class polarity, while the people have gained ideas from Western politics, and gradually accepted Western values. Under an authoritarian regime, the people may be forced to follow the leaders in their political pursuits and expressions, but in a semi-democratic society, the government will be unable to provide and defend perfect channels for political participation, which prevent the political regime from operating normally. This causes disorder, even chaos.
Developing countries pursuing political modernization should learn some lessons from what happened in Thailand. The most important and urgent of them is that instead of putting too many Western democratic thoughts into action, they should concentrate their efforts on maintaining order in society.
Without a strong and totally legitimate government, one faces the risk of making a mess of democracy, because in societies run by such governments there are not enough channels of political expression and participation. Blind pursuance of democracy can neither help solve problems of economic development and political progress, nor ensure the peaceful and harmonious coexistence of different classes. In other words, the mere lack of cultural and social foundations cannot sufficiently explain why even developing countries with open thoughts could not provide good governance and development.
Therefore, the key to the problem is not simply social enlightenment by spreading democratic values. The most important factor in maintaining order, thus, is a strong and stable government that operates normally. Without ample proper channels of political expression and participation, democracy would get embroiled in conflicts, which could mean danger and instability for all. In the process, the initial meaning of democracy gets distorted - for it is dangerous to gain true and lasting social stability through violence. Thailand is only one case of societies undergoing transformation. To solve their problem, they need a strong legitimate government more than democratic principles.

This waste management and reduction/re-usage is of fundamental importance in an environment pressured by a society demanding sustainability. Integrated inventories management, collaborative logistics are among the most important developments to reduce redundancies, waste and depletion of fossil resources.
3 - Food risks and chain integrated risk management. The need to deal with an integrated approach with all increasing risks on food chains, like contamination, financial risks, and others. Food security should be improved and the costs of this improvement shared with all agents.
4 - Sustainable chains and certification. Considering landscape use, resources preservation nature and biodiversity. Certification processes, value and costs is a large debate
5 - Chain and networks impacts and adaptation, considering how the growing impacts coming from an unstable environment are affecting food chains and networks.
6 - Chain and networks legislation and regulation. Chains are transnational and deal with different Governments and laws, different institutional environments, bringing complexity to its management due to permanent interventions.

Independent scientists and government officials say there's a disaster we can't see in the Gulf of Mexico's mysterious depths, the ruin of a world inhabited by enormous sperm whales and tiny, invisible plankton.
Researchers have said they have found at least two massive underwater plumes of what appears to be oil, each hundreds of feet deep and stretching for miles. Yet the chief executive of BP PLC -- which has for weeks downplayed everything from the amount of oil spewing into the Gulf to the environmental impact -- said there is "no evidence" that huge amounts of oil are suspended undersea
BP CEO Tony Hayward said the oil naturally gravitates to the surface -- and any oil below was just making its way up. However, researchers say the disaster in waters where light doesn't shine through could ripple across the food chain.
"Every fish and invertebrate contacting the oil is probably dying. I have no doubt about that," said Prosanta Chakrabarty, a Louisiana State University fish biologist.
On the surface, a 24-hour camera fixed on the spewing, blown-out well and the images of dead, oil-soaked birds have been evidence of the calamity. At least 20 million gallons of oil and possibly 43 million gallons have spilled since the Deepwater Horizon drilling rig exploded and sank in April.
That has far eclipsed the 11 million gallons released during the Exxon Valdez spill off Alaska's coast in 1989. But there is no camera to capture what happens in the rest of the vast Gulf, which sprawls across 600,000 square miles and reaches more than 14,000 feet at its deepest point.
Every night, the denizens of the deep make forays to shallower depths to eat -- and be eaten by -- other fish, according to marine scientists who describe it as the largest migration on earth.
In turn, several species closest to the surface -- including red snapper, shrimp and menhaden -- help drive the Gulf Coast fishing industry. Others such as marlin, cobia and yellowfin tuna sit atop the food chain and are chased by the Gulf's charter fishing fleet.
Many of those species are now in their annual spawning seasons. Eggs exposed to oil would quickly perish. Those that survived to hatch could starve if the plankton at the base of the food chain suffer. Larger fish are more resilient, but not immune to the toxic effects of oil.
The Gulf's largest spill was in 1979, when the Ixtoc I platform off Mexico's Yucatan peninsula blew up and released 140 million gallons of oil. But that was in relatively shallow waters -- about 160 feet deep -- and much of the oil stayed on the surface where it broke down and became less toxic by the time it reached the Texas coast.
But last week, a team from the University of South Florida reported a plume was headed toward the continental shelf off the Alabama coastline, waters thick with fish and other marine life.
The researchers said oil in the plumes had dissolved into the water, possibly a result of chemical dispersants used to break up the spill. That makes it more dangerous to fish larvae and creatures that are filter feeders.
Responding to Hayward's assertion, one researcher noted that scientists from several different universities have come to similar conclusions about the plumes after doing separate testing.
No major fish kills have been reported, but federal officials said the impacts could take years to unfold.
"This is just a giant experiment going on and we're trying to understand scientifically what this means," said Roger Helm, a senior official with the US Fish and Wildlife Service.
In 2009, LSU's Chakrabarty discovered two new species of bottom-dwelling pancake batfish about 30 miles off the Louisiana coastline -- right in line with the pathway of the spill caused when the Deepwater Horizon burned and sank April 24.
By the time an article in the Journal of Fish Biology detailing the discovery appears in the August edition, Chakrabarty said, the two species -- which pull themselves along the seafloor with feet-like fins -- could be gone or in serious decline.
"There are species out there that haven't been described, and they're going to disappear," he said.
Recent discoveries of endangered sea turtles soaked in oil and 22 dolphins found dead in the spill zone only hint at the scope of a potential calamity that could last years and unravel the Gulf's food web.
Concerns about damage to the fishery already is turning away potential customers for charter boat captains such as Troy Wetzel of Venice.
