Rare earthquake shakes Ottawa, Montreal
The US Geological Survey reported the temblor of magnitude 5.0 hit the Ontario-Quebec border area at 1741 GMT, rattling downtown Ottawa shortly after midday.
The USGS, which originally reported the quake at magnitude 5.5 before downgrading it, said the epicenter was 53 kilometers (33 miles) north of Ottawa.
It also shook Canada's most populous city Toronto, where global leaders are to gather this weekend for a G20 summit of the world's top developed and developing economies
The earthquake was also felt as far away as New York and the American midwest state of Ohio.
Journalists in Canada witnessed walls in downtown office buildings shaking for several seconds. Cracks appeared in the Parliamentary Press Gallery building in Ottawa, and outside some people appeared shaken up, but unhurt.
The quake interrupted a press conference at the press gallery by an opposition MP who was shown in television broadcasts calmly gathering his notes before exiting, as journalists scrambled for the door to report on what was happening.
"It felt like someone set off dynamite below us," Genevieve Blais, who lives on Hawk Lake, near the quake epicentre, told public broadcaster CBC. "Pictures fell from the walls and lamps got knocked off their pedestals."
Most downtown Ottawa buildings, including parliament, appeared to have been evacuated as alarms rang out and firetrucks roared into the area.
Workers were allowed back into their offices after safety officials checked the integrity of buildings. Many public servants were also sent home early in the afternoon.
Local media reported minor damage to some homes and buildings. Windows at Ottawa City Hall shattered, according to CBC.
Canadian police said there were no injuries from the quake.
James Bowden, a former resident of Alaska who previously experienced several earthquakes in the northern US state, was standing in line at a fast-food restaurant on Ottawa's Sparks Street when he said he "heard the earthquake coming a few seconds before it hit."

Russia lauds China's role in G20
China has played a role of great importance during the founding and development of G20, Russian presidential aide Arkady Dvorkovich said on Monday.
"Without China's participation, it would be much more difficult for the group to discuss or solve the developmental problems of world economy. Therefore, the participation of China, as well as some other emerging economies like Brazil and India, has become prominently significant," Dvorkovich commented after a news conference ahead of the upcoming G8 and G20 summit in Toronto, Canada.
The presidential aide said the Chinese leaders' stance and viewpoints, proposed in the previous three G20 financial summit since November 2008, have helped stabilize the world economy as a whole.
Dvorkovich noted that China's decision on further exchange rate reform was not outcome of external pressure.
He said that any country, including Russia, China and the United States, could not allow their domestic policies to be ruled by external factors. The nations, however, should understand the common and mutual responsibilities in the global economic system.
The delegates to the G20 summit will adjust their polices after consultations, but nobody will bend under pressure, he stressed.
Dvorkovich said that several countries may voice concerns over China's exchange rate policies at the summits, but there will not be large-scale discussions over the Chinese currency.
The People's Bank of China, China's central bank, announced on Saturday a decision to proceed further with the reform of the exchange rate regime to enhance the flexibility of the RMB's exchange rate.

Host: Mike Spiewak is a senior at Danvers High School and he helped popularize the seemingly 4)innocuous word, and he’s on the line with us now. Hi, Mike. MIKE: Hi. Host: Why are students at Danvers using the word “meep”? Mike: Well, it started off as, you know, just being a little joke between friends. Host: Well, did you pick it up from Beaker or the Road Runner? Mike: No. Actually, my friend Alex, he picked it up on Xbox LIVE. He was in a party with a couple of kids playing Call of Duty last year. One of the kids that were in the party, you know, he said “meep” and, you know, Alex picked it up and we started using it. Host: So, what are a few examples of how you would use the word “meep” ? Mike: Well, you can just say meep being a one-word sentence. You can say “How the meep are you?” “Shut the meep up.” Host: Now, that sounds like a substitute for another word, a not-so-friendly word that some of our listeners might be familiar with. Mike: Yeah, correct. It could, you know, you could replace “meep” with an 5)F-bomb so that way you’re not 6)swearing. But that’s not usually how we would use it; we’d just say it as a one-word sentence. And when the school told [us] we were unable to use this word and there would be consequences about it, kids have started using the word not knowing where it came from, why we were using it, what it means in protest of the school’s telling us that we couldn’t use it. Host: Now, we tried to call your principal but we couldn’t get a hold of him. He told that your local paper, the Salem News, that it was more than just the use of the word, that it was also about the way students were behaving. Why do you think he banned the word? Mike: We used to stand in front of this teacher’s room and we would use it, you know, “meep, meep,” whatever, when, you know, we all came into the school in the morning. We were asked to move, we were asked to stop using the word. More kids began using it, interrupting his classroom time during the school day, and he just felt that, you know, it needed to stop. Host: Well, that sounds like a pretty reasonable request. I mean, if kids were doing it in the middle of class, you know, the guy was getting annoyed. Mike: Right. Host: So, you don’t have any problem with the ban? Mike: I personally don’t. I just…I think it’s unfair that they banned a word that’s not even a real word. Huaneng to invest 100b yuan for energy development in Xinjiang
China's leading power company Huaneng said on Monday that it would spend more than 100 billion yuan ($15 billion) in the far west Xinjiang region for energy exploration during the next ten years.
China Huaneng Group signed an agreement with the government of Xinjiang Uygur autonomous region on Monday to speed up the construction of energy bases in the Junggar Basin, and the Turpan Basin and Hami.

Agricultural Bank of China's IPO plan approved
China's securities regulators Wednesday approved the Agricultural Bank of China's (ABC) initial public offering application as the lender finalized preparations for its dual listing in Shanghai and Hong Kong.
The China Securities Regulatory Commission (CSRC) Public Offering Review Committee made the announcement Wednesday afternoon after it reviewed the bank's application Wednesday morning.
The bank is yet to decide its share price range. Analysts believe it will be in the 2.5 yuan to 2.6 yuan range for A-shares because of recent market volatility.
According to the preliminary prospectus submitted to the CSRC, the ABC plans to sell up to 22.24 billion A-shares on the Shanghai Stock Exchange and up to 25.41 billion shares in Hong Kong, excluding an over-allotment option.
"The performance of the financial sector will not be influenced much by a single bank's IPO plan. Instead, it is affected by the overall development of the economy," said Zhao Xijun, deputy dean of the School of Finance, Renmin University of China.
"Setting a reasonable price for the ABC's share is fairly important for the healthy development of the stock market. In the long run, the way ABC manages the challenges of its businesses related to agriculture will be looked at closely by the market," said Zhang Jing, an analyst with China Minzu Securities.
"The central government has been promoting rural development and is sparing no effort in lifting farmers' income. By providing preferential tax and other policies, the ABC has great potential to further develop its businesses in rural areas," said Guo Tianyong, professor with the School of Finance of the Central University of Finance and Economics.
The ABC, China's main rural lender, is the last of China's "big four" state-owned lenders to go public.

Foxconn says wage hike may not harm company
The suicide-plagued IT manufacturing giant Foxconn said Monday that the company's decision to offer its Chinese mainland assembly line workers large wage hikes -- possibly causing a spike in operational costs -- may not damage company finances.
In a statement posted on the Hong Kong Stocks Exchange, the Foxconn International Holdings Limited (FIH HK2038), the company's listing arm, says the company cannot immediately determine the impact of the wage adjustment on the group's financial earnings for the year ending December 31, 2010.
"There are other factors which may help mitigate or offset such an increase in operating costs, such as an increase in revenue or a reduction in other operating costs," the statement noted.
On Sunday night Foxconn said it would raise salaries for assembly workers at its production base in the southern Chinese city of Shenzhen by 66 percent to 2,000 yuan ($293.3) per month as of October 1, a decision coming after 10 workers killed themselves and three attempted suicide at the company's Shenzhen base this year.
Last Wednesday Foxconn announced a 30-percent pay increase for workers at its Shenzhen plants beginning in June for what it claimed were "rising consumer prices and living costs and its corporate performance."
But it is not immediately clear how many of the company's 400,000 Chinese mainland workforce would benefit from the wage hike.
"The criteria for carrying out the work performance assessment referred to above (the wage hike) are still to be decided by the company," according to the statement.
Trading in Foxconn stock was halted immediately after the Hong Kong exchange opened Monday morning. Its shares ended at 5.66 HK dollars before the trading suspension, down 5.5 percent from the previous closing.
Foxconn also announced that its stock would resume trading on Tuesday.
Foxconn, whose parent company is the Taiwan-based Hon Hai Group, makes computers, game consoles and mobile phones for companies including Apple, Hewlett-Packard, Sony and Nokia.

New Zealand's gaokao exams
As Gaokao fever hits China, I am reminded of my own University entrance which I sat as a 17-year-old in New Zealand.
It was 2003 when I sat for my entrance exams, looking to apply to do a Bachelor of Commerce/ Bachelor of Arts conjoint at the University of Auckland.
We were the last batch to be examined under the old University Bursary framework. The years below us were examined under a new system known as the National Certificate of Educational Achievements (NCEA), which was rolled out in 2002.
NCEA, unlike Bursary examinations, are gained by building credits. Credits are awarded to each standard a student's achieve in the course they are studying. The New Zealand Qualification's Authority defines "standard" as "skills or knowledge that a student is expected to achieve or know in a subject". When a student has achieved a "standard", they are then awarded a number of credits. It is said to be a fairer framework. NCEA is said to be a "fairer assessment for students compared to Bursary examinations".
Bursary on the other hand, was based more around examinations. Students took up to six subjects, and the final grade of each subject consisted of work completed during the year plus the final national examination. Results were showed with grades and a percentage next to the grades (for example: A is within the range of 66% to 100%). Most universities required students to get either an A or B Bursary, or at least three C grades or higher for admissions. Of course, it also depended which course you wanted to pursue when at University.
Different universities had different entry criteria. For example, just a B pass might get you into a business degree at one University, but a more prestigious university would need you to have a high B average.
The majority of us were aiming for the highly competitive University of Auckland and the pressure was definitely there to do well to be admitted. Quadruple pressure points if you were aiming to study medicine with them.
I remember my principal telling us that our final year would be the most "stressful year... as you all prepare to enter university to pursue your chosen degree". It was his favorite speech at assembly.

It was 2003 when I sat for my entrance exams, looking to apply to do a Bachelor of Commerce/ Bachelor of Arts conjoint at the University of Auckland.

Beijing lifts minimum wage to 960 yuan
The minimum monthly wage for workers in Beijing will be raised to 960 yuan ($140.8) from July 1st, Legal Evening News reported Thursday.
The Beijing Bureau of Human Resource and Social Security announced Thursday morning the minimum wage standard will rise by 160 yuan ($23.5), or 20 percent, from the current 800 yuan ($117.3) per month.
The capital city usually raises the standard once a year but did not make an adjustment in 2009.
Wang Yan, director of labor relations department of the bureau, said the lift of the minimum wage aims to guarantee the rights of low-income workers and will not cause a price hike, the report said.
"Beijing has lifted the minimum wage standard for many years and has never found the adjustments resulted in a price increase of commodities and services," said Wang.
The bureau estimated that 100,000 people in the capital city will benefit from the increase of the minimum wage.
Beijing has carried out the minimum wage system since 1994 and the average annual increase rate is 10.02 percent, according to Legal Evening News citing the bureau.
In Beijing, employers must pay employees no less than the monthly minimum and also pay social insurance and housing fund contributions.
Many Chinese provinces including the economic powerhouses Guangdong，Shanghai and Zhejiang have raised the minimum wages since this year.
Currently, Shanghai has the highest minimum wage across the country – 1,120 yuan per month ($164.2).

Death toll in south China landslides climbs to 38
The death toll from rain-triggered landslides has risen to 30 in south China's Guangxi Zhuang Autonomous Region after 10 more bodies were recovered, local authorities said Wednesday.
Rescuers are still searching for 18 people buried by the landslides, officials said at a regional teleconference on flood relief in hard-hit Cenxi City.
Heavy rains began pounding Guangxi Monday, triggering landslides early Wednesday that left 12 people dead in Cenxi and 15 dead in Rongxian county. The other three dead were in Tengxian County, Donglan County and Fangchenggang City.
Malu township in Cenxi recorded a rainfall of 230 mm in 12 hours through 8 a.m. Wednesday.

Thai dilemma of Western democracy
The weeks-long standoff between government and anti-government forces in Bangkok ended in bloodshed. In a sense, it was contrary to what we have learnt from textbooks. The common view is that democracy brings order to a society and economic development helps form a better political structure. But in the cases of Thailand and several other developing countries, social disorder has followed economic prosperity and political democratization, which can be said to be a dilemma of democracy.
That brings us to the question: Why does the modern concept of democracy, which originated in the West, meet with difficulties in developing countries in the East? Many scholars have attributed that to the immaturity of civil society, weakness of the middle class and/or other economic and cultural reasons. In other words, they have argued that the lack of a solid foundation has made democracy instable and illusive in these societies.
In a country like Thailand, the growing social polarity and deep chasm between the haves and the have-nots have resulted in class opposition. That perhaps is why the red shirts (anti-government protesters) marched the streets of Bangkok to voice their anger against the government. Economic backwardness and cultural differences could be blamed for such inconsistencies, but does that mean true democracy will be established if democratic values are spread and the economy is propelled forward?
Obviously, that does not happen. Developing countries often tend to accept democratic principles and ideas from Western countries while their political structure lags far behind.
The Thai people don't lack the enthusiasm or willingness to participate in politics. In fact, just the opposite is true, because it is impossible for a group of people without a strong political belief to hold mass demonstrations in the streets. But the Thais have to face reality. Politically speaking, Thailand is far from being a totally democratic society. Its parliament lacks universal representation and its government has not even been granted complete legitimacy, with the king enjoying a higher authority and position. In some sense, Thailand's monarchy is based on military heads, giant corporations and senior officials.
That reflects a kind of political dislocation which is common among many developing countries, and which often causes social instability. Economic development has created social opposition and class polarity, while the people have gained ideas from Western politics, and gradually accepted Western values. Under an authoritarian regime, the people may be forced to follow the leaders in their political pursuits and expressions, but in a semi-democratic society, the government will be unable to provide and defend perfect channels for political participation, which prevent the political regime from operating normally. This causes disorder, even chaos.
Developing countries pursuing political modernization should learn some lessons from what happened in Thailand. The most important and urgent of them is that instead of putting too many Western democratic thoughts into action, they should concentrate their efforts on maintaining order in society.
Without a strong and totally legitimate government, one faces the risk of making a mess of democracy, because in societies run by such governments there are not enough channels of political expression and participation. Blind pursuance of democracy can neither help solve problems of economic development and political progress, nor ensure the peaceful and harmonious coexistence of different classes. In other words, the mere lack of cultural and social foundations cannot sufficiently explain why even developing countries with open thoughts could not provide good governance and development.
Therefore, the key to the problem is not simply social enlightenment by spreading democratic values. The most important factor in maintaining order, thus, is a strong and stable government that operates normally. Without ample proper channels of political expression and participation, democracy would get embroiled in conflicts, which could mean danger and instability for all. In the process, the initial meaning of democracy gets distorted - for it is dangerous to gain true and lasting social stability through violence. Thailand is only one case of societies undergoing transformation. To solve their problem, they need a strong legitimate government more than democratic principles.

That reflects a kind of political dislocation which is common among many developing countries, and which often causes social instability. Economic development has created social opposition and class polarity, while the people have gained ideas from Western politics, and gradually accepted Western values. Under an authoritarian regime, the people may be forced to follow the leaders in their political pursuits and expressions, but in a semi-democratic society, the government will be unable to provide and defend perfect channels for political participation, which prevent the political regime from operating normally. This causes disorder, even chaos.
Developing countries pursuing political modernization should learn some lessons from what happened in Thailand. The most important and urgent of them is that instead of putting too many Western democratic thoughts into action, they should concentrate their efforts on maintaining order in society.
Without a strong and totally legitimate government, one faces the risk of making a mess of democracy, because in societies run by such governments there are not enough channels of political expression and participation. Blind pursuance of democracy can neither help solve problems of economic development and political progress, nor ensure the peaceful and harmonious coexistence of different classes. In other words, the mere lack of cultural and social foundations cannot sufficiently explain why even developing countries with open thoughts could not provide good governance and development.
Therefore, the key to the problem is not simply social enlightenment by spreading democratic values. The most important factor in maintaining order, thus, is a strong and stable government that operates normally. Without ample proper channels of political expression and participation, democracy would get embroiled in conflicts, which could mean danger and instability for all. In the process, the initial meaning of democracy gets distorted - for it is dangerous to gain true and lasting social stability through violence. Thailand is only one case of societies undergoing transformation. To solve their problem, they need a strong legitimate government more than democratic principles.

Chains and networks development: a 14-point list
At each two years, the University of Wageningen/Netherlands hosts the International Conference on Chain and Network Management. This May we had the 8th Conference. The first was in 1996. Around 200 researchers from 40 different countries have three days discussions over developments in science and practice of integrated vertical production chains and companies networks.
In this article, I share with China Daily community important topics discussed and major developments needed for the future. My resume came up to a 14-point list that can be useful for companies, governments and academics in terms of future development and emerging topics, suggestion of policies and regulations. They can contribute to a more efficient production system, sustainable and driven to a new era of scarce resources.
1 - Chain Design, Governance and performance, since chains compete in a global arena, and against each others, and in this form, to have adequate governance, contracts can lead to a better performance in adding value, profit generation and distribution, costs, processes and other measures.
2 - Chain Waste. An integrated food chain generates waste in almost all of its agents and phases. We also have the waste of final products, estimated in almost 40%. This waste management and reduction/re-usage is of fundamental importance in an environment pressured by a society demanding sustainability. Integrated inventories management, collaborative logistics are among the most important developments to reduce redundancies, waste and depletion of fossil resources.
3 - Food risks and chain integrated risk management. The need to deal with an integrated approach with all increasing risks on food chains, like contamination, financial risks, and others. Food security should be improved and the costs of this improvement shared with all agents.
4 - Sustainable chains and certification. Considering landscape use, resources preservation nature and biodiversity. Certification processes, value and costs is a large debate
5 - Chain and networks impacts and adaptation, considering how the growing impacts coming from an unstable environment are affecting food chains and networks.
6 - Chain and networks legislation and regulation. Chains are transnational and deal with different Governments and laws, different institutional environments, bringing complexity to its management due to permanent interventions.
7 - Food and health communication. This point is linked with the previous topic, but gain importance due to several restrictions that chains are starting to face in terms of marketing communications, due to over consumption, obesity and marketing for kids.
